Economic development ordinance drafted

Mayor plans to put before Council Aug. 8

Swanton Mayor Neil Toeppe told Village Council last week that he had prepared a draft of an economic development commission ordinance.

That ordinance is being reviewed by the village’s attorney.

“We’ll be bringing that up next month at the Aug. 8 meeting,” said Toeppe. “At that meeting, I also have scheduled presentations from Mike Jay, who’s the vice president of the Regional Growth Partnership for development, to come and talk to us about how we and they can colloborate together on growth. Also John Schmidt will be here, who circulated a petition for the establishment of an economic development commission to talk about the reaction he got from folks as he went around doing that.”

The creation of an economic development commission had been discussed in previous years, but it did not come to fruition.

Toeppe also reported that he met with West Garfield Avenue residents regarding issues with the recently completed sewer separation project. They raised concerns about some driveway approaches being two inches higher than the roadway and an abundance of weeds in areas where new grass was planted.

He said the issues will be addressed.

“The driveways will be shaved down, as soon as they can get that contractor back out” said Toeppe. “The grass and the weeds will be taken care of in the fall, in September, October, when the temperature is more conducive to growing.”

New administrator Shannon Shulters reported on a few projects. She said designs for the first phase of Hallett Avenue improvements have been received.

Also planning for the next sewer separation project is moving forward. An application for grant funding for the project must be submitted next month.

The village is also waiting to receive cost estimates for repairs to Munson Road. Officials asked for estimates that include just repairing the road, installing a sanitary sewer line, or other combinations recommended by an engineer.

Finance director Jason Vasko said he had also not received any estimates, “but we definitely agree something needs to be done.”

Representatives from the Swanton Corn Festival were on hand to ask village officials what plans there were to bring Memorial Park up to par before the Aug. 13 festival. Weeds, pot holes, and other safety concerns were mentioned.

Corn Festival chair Alan Robasser also mentioned that two of the basketball rims were basically broken. A 3-on-3 basketball tournament is planned for the festival.

Also at the meeting, Council approved final readings of ordinances for assessments for leaf collection and street lighting.

Several personnel items were also approved, including Claire Smith as community resource assistant. Three candidates were interviewed by Shulters and Vasko for the part-time position.

An executive session was held to discuss employment issues. No action taken after executive session.
