A revised site plan for a senior apartment building was approved by the Swanton Planning Commission last Tuesday.
The first item approved was a preliminary plat. The property on Munson Road near the railroad tracks where the apartment building is to be located is currently platted for a multi-lot subdivision. That has to be changed before the construction of the building, which will be called Swan Creek Crossing.
“In July, the site plan presented was approved contingent on vacation of the plat,” said Swanton Village Administrator Rosanna Hoelzle. “However, the developer came back with a revised site plan, as well as with a request to have the land replatted instead of vacation of the current plat.”
The plat approved on Tuesday will have two lots.
Also at the meeting, the developer, Spire Development, presented the technical design for the proposed development related to the plat, and this was approved. Lastly, the site plan was presented, and this was approved.
In their proposal to the Ohio Housing Finance Agency, developers said Swan Creek Crossing would be a 28-unit new construction, senior – 55-plus – housing community. The project is to consist of one elevator-serviced building containing a mix of one-bedroom and two-bedroom units.
Each unit will feature energy star appliances, washer/dryer hook-ups, large walk-in closets, and vinyl plank flooring, according to the proposal. The building’s common area will include a community room with kitchenette, fitness center, laundry room, lounge, library, mail room, restrooms, leasing, and support staff office space.
A state funding program will allow the property owner to claim tax credits over a 10-year period. In exchange for the credits, owners must maintain rents that are affordable and limit occupancy to residents with low to moderate incomes for up to 30 years.
In the proposal, potential rent prices were listed as $595 for a one-bedroom and $713 for a two-bedroom apartment.
As for construction, the developers have maintained spring 2019 for construction if everything goes as planned with the tax credits at the state level, according to Hoelzle. The Spire Development website lists a 2020 opening for Swan Creek Crossing.
