Grand jury indicts 18 people


The Fulton County Grand Jury has considered indictments charging individuals with Fulton County crimes, according to Prosecutor Scott Haselman.

Steven J. Vasvery, 58, of Napoleon was indicted on one count of aggravated possession of drugs. On or about March 19, 2017, he allegedly possessed Oxycodone.

Reginald P. Roehm II, 29, of Swanton was indicted on one count of domestic violence. On or about March 22, 2017, he allegedly caused or attempted to cause physical harm to a family or household member.

Steven A. Rochefort, 27, of Wauseon was indicted on one count of illegal manufacture of drugs and one count of illegal cultivation of marijuana. On or about Aug. 16, 2016, he allegedly cultivated marijuana and allegedly manufactured or engaged in the production of THC.

Angela M. Mossing, 35, of Lyons was indicted on one count of possession of heroin, On or about Aug. 3, 2016, she allegedly possessed heroin.

Aaron J. Buckenmeyer, 32, of Swanton was indicted on one count of possession of heroin. On or about March 24, 2017, he allegedly possessed heroin.

Wayne P. Woodring, 74, of Delta was indicted on one count of assault. On or about March 11, 2017, he allegedly caused or attempted to cause physical harm to a peace officer while in the performance of his official duties.

Joseph D. Savage, 34, of Delta was indicted on one count of aggravated possession of drugs and one count of possession of heroin. On or about Sept. 29, 2016, he allegedly possessed Fentanyl and heroin.

Chester C. Allen, 64, of Delta was indicted on one count of assault. On or about Feb. 10, 2017, he allegedly caused or attempted to cause physical harm to a peace officer while in the performance of his official duties.

Joshua M. Ruffer, 27, of West Unity was indicted on one count of improperly handling firearms in a motor vehicle. On or about April 3, 2017, he allegedly possessed a loaded firearm in a motor vehicle.

Joshua D. Ball, 37, of Archbold, was indicted on one count of assault. One or about April 3, 2017, he allegedly caused or attempted to cause physical harm to a peace officer while in the performance of his official duties.

Zachary E. Young, 29, of Archbold was indicted on two counts of operating a vehicle while intoxicated and one count of aggravated vehicular assault. On or about Feb. 12, 2017, he allegedly operated a motor vehicle while under the influence of alcohol and allegedly caused serious physical harm to another while operating a motor vehicle.

Andrew J. Ritter, 28, of Swanton was indicted on two counts of operating a vehicle while intoxicated. On or about March 30, 2017, he allegedly operated a motor vehicle while under the influence of alcohol.

James B. Sattler, 58, of Lyons was indicted on 10 counts of illegal use of a minor in a nudity-oriented material or performance and 10 counts of pandering obscenity involving a minor. On or about Oct. 25, 2016, he allegedly possessed or viewed materials or performances that showed a minor in a state of nudity.

Maria E. Dewitt, 33, of Wauseon was indicted on one count of theft and one count of theft of drugs. On or about Feb. 25, 2017, she allegedly stole cash and jewelry valued at less than $1,000 but more than $7,500 and allegedly stole a dangerous drug.

James C. Ramey, 27, of Toledo was indicted on one count of receiving stolen property, two counts of aggravated burglary, two counts of murder, two counts of aggravated murder with death penalty specifications, one count of attempted murder, one count of felonious assault, one count of aggravated robbery, one count of violating a protection order, four counts of abduction, six counts of kidnapping, and one count of possessing criminal tools. On or about March 14, 2017, he allegedly, with prior calculation and design, caused the death of Amanda Mangas while committing or attempting to commit aggravated burglary, kidnapping, and trespass in a habitation when a person is present or likely to be present. He also allegedly by force or threat abducted a child and an adult and restrained their liberty under circumstances which created a risk of physical harm to them. He also allegedly caused physical harm to Deborah Mangas by means of a deadly weapon. He also allegedly violated a protection order and allegedly possessed a stolen firearm.

Justin J. Roth, 33, of Archbold was indicted on one count of possession of heroin, one count of aggravated possession of drugs, and one count of trafficking in heroin. On or about March 26, 2017, he allegedly possessed heroin and methamphetamine. He also allegedly transported heroin that was intended for sale or resale.

Avante S. Koonce, 24, of Delta was indicted on one count of failure to provide notice of a change of address. On or about Feb. 23, 2016, to Feb. 13, 2017, he allegedly failed to provide written notice of his residence address change to the county sheriff within the required time period.

Ryder E. Sommers, 21, of Fayette was indicted on one count of sexual battery. On or about the month of September 2016, he allegedly engaged in sexual conduct with a minor for whom he was a coach.

An indictment is merely an accusation, and all criminal defendants are presumed innocent until and unless proven guilty.
